Reservation: is it a real solution?

I am very much disappointed with government’s decision of reservation in
premier institutes. Though I came from middle class Maratha family and
have struggled lot in my life, I don’t support the idea of caste base
reservation. When reservation bill was sanctioned in parliament all
parties (Congress, BJP, BSP, Samajwadi, and etc.) supported it. It is
very disappointing fact that, not single MP gave any constructive
suggestions or, modifications. Reservation policy is going to harm
future of India in big way. I have my reasoning as follows:
- Caste based
reservations are going to strengthen caste system. It is going to
motivate people to unite on caste basis and fight for their rights.
Whole purpose of bringing everybody at equal social status will be
at jeopardy. If somebody enjoys reservation as BC/OBC then it is
going to remain his/her identity forever.
Though Brahmins have dominance in social and religious matters, things
have dramatically changed/changing since 100 years. In democracy, we
have freedom of speech, writing, education, and religion. Nobody denies
entry to BC/OBC in hotel, temple, garden, or religious gatherings.
Today, non-Brahmins are able to rewrite history, to practice their
own religion, to organize separate literary gatherings, to dominate
political power and lot more. Percentage of intercaste marriages is
skyrocketing at least in urban areas and caste system is diluting.
Brahmin dominance is challenged in every field not only by BC/OBCs but
also by non-Brahmin uppercaste. Any social change takes quite a bit of
time. We cannot expect 1.2 billion people coming at equal social footing
in small period of 100 years. 5000-year-old deep-rooted caste system
cannot come to halt all of sudden.
Actually Hindu religious leaders’ role is very crucial to eradicate
caste system. But all Shankaracharays openly support caste system.
Government has no daring to object Hindu religious supreme authorities’
views. By making laws and rules nothing is going to happen.
- Reservation for
OBC was not original idea of Dr. Ambedkar. He insisted reservations
for SC/STs and that too for 10 years.
Mandal Commission is definitely not a final word. It is based on caste
basis census in 1931. The equation of population has changed
dramatically since then. According to 2001 census Hindus are 80.5% and
SC/ST are 25%. How come OBC are 55%? Does it mean uppercaste Hindus are
just 0.5%? Baloney. Nobody really knows authentic statistics.
We
need following statistics: (Hindu uppercaste must be divided into
Brahmins and
Non-Brahmins. Including Brahmins under Hindu Uppercaste always gives
misleading picture).

are population percentages of Brahmins/Non-Brahmins /BC/OBC/Muslims/Parasi/Chrishans/Jains/Budhists
in India as well as in different states?

In
present system: what are percentages of Brahmins/Non-Brahmins /BC/OBC/Muslims/Parasi/Chrishans/Jains/Budhists
in IIT/IIM/AIIMS/IAS/IPS/IFS?
·
What
are cut-off points in admissions at IIT/IIM/AIIMS and other central and
state funded professional colleges like: medical, engineering, pharmacy,
and so forth?
NB:
Cut-off points for Open and OBC are coming closer and closer.

How
much money central government spends on IIT/IIM/AIIMS? This is public
money coming from taxes. IIT consumes 1400 crore rupees per year.

How
many IIT/IIM/AIIMS students serve in India and how many go to foreign?
·
Has
government ever tried to recover money from IIT/IIM/AIIMS settling in
foreign land?
Giving all citizens
compulsory and free primary education with free educational supplies is
most important job of government. Central and state government should
withdraw itself from professional higher education
(engineering/management/medical).
50% graduates of IIT/IIM/AIIMS
go to USA very next day of their graduation and settle there. Why Indian
taxpayers pay for them?

In my opinion tuition and fees in these premier institutes must
be increased to such a level that government don’t have to pay money. (2
lakhs/per year in IITs; 3 lakhs/year in IIMs; and 5 lakhs/year in AIIMS)

Government should give educational loans to all students
in IIT/IIM/AIIMS and recover it after they get job. Because all gradates
of IIT/IIM/AIIMS earn lot of money rather I would say mint money. In
reality most of them are just money-thirsty animals.
- What is real
problem in front of majority of BC/OBCs? Dropout percentage in BC/OBCs
at high school level is 60-70%, how reservations in IIT/IIM/AIIMS
will bring them at equal social status? (27% seats will be enjoyed
by less than 10% advanced OBCs. Isn’t it injustice?). Many
supporters in Bhujabal’s rally don’t even know what is IIT/IIM/AIIMS.
Bhujabal is ambitious leader and is just trying to make room for
him.
Bhujabal says merit of OBC students is at par of open category merit.
Then what is problem? Why does he need 27% reserved seats? Politics.
BC/OBC
leaders very often question about merit of students in private colleges.
There are two things:
Firstly, in many private colleges merit is greater than ‘OBC merit in
government colleges’. Students have to opt for private college because
their right to admit in government colleges is taken away by reserved
seats. They are forced to pay capitation fee and high tuition and it is
not their choice.
Secondly, it is true that some low
merit rich students are admitted from backdoor. But that’s what is
worst part of Indian democracy.
- Rich have quota. BC/OBCs have quota.
Because both play dominating role in politics. Rich supply money and BC/OBCs
votes.
- You
may have merit but ‘if you don’t have money’ and ‘if you are not BC/OBC’
then; ‘you don’t have future in this country’.
- BC/OBC leaders
NEVER ask government the exact things their community needs. They
agree that intelligence or, merit is not dependent on caste but
depends on resources and surrounding. Then instead of asking for
resources why BC/OBC leaders are asking for reservations. They don’t
rally on issues like employment, free and compulsory primary
education, more government hospitals and dispensaries in rural
areas, easy loans for starting businesses, revisiting ration food
system, minimum wages, government hostels, and so forth. Reservation
issue is easy to gather people and create “vote bank”.
- Supporting
caste-based reservation is like digging graveyard for Maratha
community. In present system presence of non-Brahmin Hindu
uppercaste in IIT/IIM/AIIMS is minimal. Now with 27% reservations
OBCs will have 27% presence in these premier institutes, but
non-Brahmin Hindu uppercaste percentage still will be minimal. Tying
Marathas in uppercaste Hindus is greatest mistake. One day Marathas
will be more backward than OBCs. Maratha thinkers are supporting
such a move just to establish themselves as moderns. Martha leaders
support it because they need votes.
- It is very
interesting that all politicians get medical treatment from talented
doctors in India or, in foreign. Majority prefers to go to UK or,
US. What are criteria in choosing doctor? Merit and talent. Not
caste. Then why reservations in medical field?
Actually the solution
for uplifting of BC/OBCs should be thought as follows:
- Filling the backlog in jobs at the earliest
- ‘No reservation of any kind’ or,
‘Reservations based on economic status’
- Free compulsory primary education with free
educational supplies
- More number of ITIs and vocational training
schools
- State Merit Scholarships: Rural and Urban
- National Merit Scholarships: Rural and
Urban
- State and Central government hostels for
needy in all cities (Not just for particular caste)
- Stop using surnames (from surnames your
caste can be identified)
- Spend some portion of every rupee in
advancement of poor.
If government still wants to act stubborn then
following are suggestions in present caste basis reservation:
- Farmer
community (even those upper caste) must be included in reservation
as they are also living miserable lives like BC/OBCs.
- Creamy layer
concept must be applied to all reserved seats. It must be expanded,
well defined, and should not have any loopholes.
- BC/OBC
candidates must apply from reservation quota and by any means
shouldn't apply in open quota. Some meritorious OBC
students apply in open category and it is double punishment for open
category students.
- There should
not be any reservations in medical schools, as doctors have to play
with human life. It must be competitive. Government must regulate
merit and standards in private medical colleges as well.
- BC/OBCs
should get advantage of quota just once in lifetime
either at the admission to professional courses or, at the time of
getting job or, at the time of promotion. In present system person
is getting benefited all way through which is worst.
- Central and
state government should establish separate reserved universities and
colleges for betterment of BC/OBCs. Keep 90% seats reserved for BC/OBCs.
USA has such universities called Historically Black Universities and
Colleges (HBCU) and Hispanic Serving Universities (HSU) and Minority
Serving Universities.
Define criteria when reservations will be stopped. We should
know it right now. And all national political parties must support
these criteria
